Description
Three years after the entry into force of the Small Electric Vehicle Regulation in 2019, the market for micromobility rental providers, which is dominated by start-ups, remains dynamic. After rental systems of private providers for bikesharing and e-scooter sharing first became active in large cities, the mobility offers now also exist in many medium-sized cities in Germany. The regulatory approach of municipalities to providers is also changing. While voluntary commitments were initially the usual instrument for defining prohibited zones for parking vehicles and bicycles, for example, special use permits are now increasingly being used to anchor requirements for mobility providers. On the technical side, the vehicles are evolving, but so are the control options for municipalities.
The expert forum of the German Association of Cities and Municipalities within the framework of polisMOBILITY presents the current developments and control options for municipalities and enables the exchange between municipalities, but also with participating representatives of providers and technology developers through an open discussion.
